AI- or library-suggested fixes remain drafts until someone in the shared service approves, modifies, defers, or rejects them with a rationale.
Under orchestration, many drafts are already bundled in a **Decision Pack**. This queue is still the control-level gate; standard library controls may skip the click under Tier 3 policy and leave an audit trail instead.
Urgent items keep SLA clocks so nothing critical sits unnoticed.

A pack-approved staffing control still shows its human review lineage here; a moderate standard briefing control may appear as auto-applied with code AUTO_STANDARD_CONTROL.
