The library holds versioned, hierarchy-ranked controls. Playbooks and Decision Packs pull from here instead of inventing text each time.
Controls marked standard / auto-approvable may apply under Tier 3 when band and policy allow — always with audit. Custom or high/critical work still needs a human gate.
Work redesign still outranks training-only responses.
